The Industrial Brief · No. 39
The consumable has caught the machine
A 12-inch mask, a Somerset dry room, a floor under electrical steel — and a packaging queue that still runs the AI year.

Editor’s note
If you only read one thing: the expensive tool is not the constraint. The mask, the cell offtake, the coil, and the package are. Buy the bottleneck, not the ribbon-cutting.
01 · Production
The photomask has to grow up
TSMC, ASML, Samsung and Intel have named a 12-inch mask to stop High-NA throwing away 30 percent of a shift on stitching. Pilot 2031. Ready 2033. A scanner you order this winter will live through that changeover.
Why it matters. If High-NA is on your 2027–29 roadmap, the mask format belongs on the same Gantt as the tool.
02 · Energy
Agratas is hiring builders. JLR is not.
Bridgwater goes into fit-out, 2,900 on site this autumn, cells late-2027. JLR is cutting 4,000. AESC already delayed a third Sunderland line. The UK has a battery plant. It does not yet have a matched car programme.
Why it matters. Ask which model year is actually on Bridgwater cells. A gigafactory without offtake is a warehouse.
03 · Materials
Electrical steel gets a floor
From 25 September the EU quotas GOES and sets €2,800–€3,500 a tonne. Thyssenkrupp had already idled lines against Asian coil at a 25 percent discount. Transformers and wind nacelles just got more expensive.
Why it matters. Put the new coil price into the bid this month. Do not hire against a provisional safeguard.
04 · Supply chain
CoWoS is still a year out
Mid-September allocation still had TSMC advanced packaging sold out. The logic wafer is tight. The stack is tighter. Arizona OSAT is a 2030s story.
Why it matters. Freeze the board that needs CoWoS. A second source that is not qualified is not a second source.
05 · Production
Osnabrück will not save the car
VW’s plant is pivoting to air defence to keep 1,200 jobs. The company is still cutting about 100,000 by 2030. Conversion is a certification project, not a press line.
Why it matters. If your auto hall is going military, budget the year it takes to put a car person on a controlled drawing.
Deep dive
In depth — Buy the bottleneck
This week’s pattern is the same in Hsinchu, Bridgwater, Duisburg and a CoWoS line: the machine arrived first. The thing the machine eats — mask, offtake, coil, package — did not. Capex committees still sign the scanner, the gigafactory, the mill. The constraint sits one step to the side.
Name that step in one sentence. If you cannot, you do not have a plan. You have a press release. Dual-source the consumable. Put the supplier on the Gantt. And do not treat a 2030 date as a purchase order.
The numbers
- 30%
- High-NA throughput lost to a 6-inch mask
- 2,900
- Construction headcount Agratas wants on site this autumn
- €3,500
- GOES floor above quota, from 25 September
On the calendar
- 25 SepEU GOES safeguards land. Watch bid prices on transformers and nacelles.
- Q4Agratas fit-out vs JLR volume: which model year is actually on Bridgwater cells.
- SPIE / 203112-inch mask pilot — who is writing a production mask, not a paper.
- 2027CoWoS outside Taiwan: Arizona OSAT only counts when it is qualified.
The expensive tool is not the constraint. The thing the tool eats is.
